Foreign nationals who are inadmissible to Canada because of medical, criminal, or security reasons must apply for a temporary resident permit to enter Canada. Also known as TRP, a temporary resident visa is a document issued by Citizenship and Immigration Canada to individuals who do not meet the Immigration and Refugees Act or Regulations either as a temporary resident or a permanent resident to enter Canada.
A TRP allows an individual to overcome their inadmissibility to Canada for a specific period. It can only be issued when the person’s risks are less or that their entry is economically beneficial for the country or its citizens. The applicant must show the reasons to enter Canada. TRPs are only issued in exceptional circumstances and at the discretion of the processing officer. The immigration department may cancel a TRP at any time
Individuals who are inadmissible to Canada for any reason cannot apply for a Canada PR visa or Canada business visa directly. A temporary residence permit will only help inadmissible persons to gain entry to Canada temporarily only. They can come to Canada as foreign workers, international student or a visitor. They cannot apply for a permanent residency process.
The maximum validity of a single TRP is three years, and specific conditions accompany it. Generally, as a permit holder you:
- Must comply with the conditions imposed on your TRP;
- Must not work or study without a work or study permit;
- Cannot re-enter Canada without prior authorization;
- Must leave Canada at the end of their authorized period of stay.
Who needs to apply for a Temporary Resident Permit?
Anyone who is inadmissible to Canada must apply for a temporary resident permit. Criminally inadmissible individuals will require a temporary resident permit every time they wish to enter Canada. They must have completed their criminal sentence less than five years ago.
The family members of inadmissible persons are also considered inadmissible to Canada. Those family members must apply their own individual TRPs before a border officer permits them to enter Canada. When an applicant receives TRP, they must follow all conditions imposed by the immigration officer. They must follow all rules and guidelines as per Canadian law. Also, applicants who wish to study or work in Canada must receive proper authorizations and permits along with the TRP. The holder must leave the country as soon as the TRP expires.
TRP holders must abide by the following conditions:
- Must leave Canada if the TRP expires or canceled
- Must apply for an additional TRP if they wish to maintain a temporary residence in Canada.
- Must not work or study without a proper visa.
Documents required to apply for a temporary residence permit
- Proof of identity for persons other than US citizens
- Photocopy of your current immigration document (if reapplying)
- Supporting documentation of any action you have taken to resolve your inadmissibility or your non-compliance. It includes the following documents:
- a valid passport,
- substantial improvement in financial situation
- a record suspension (formerly a pardon) or an approved rehabilitation
- a new TRV
- Evidence of how you will support yourself in Canada and how will you pay for expenses
- A detailed letter of how your case is exceptional and how your circumstances justify your need to enter Canada.

- copy of the criminal conviction certificate
- copy of statute under which the criminal convictions were adjudged
- official proof of sentence
- FBI criminal record check
- any other requirements imposed by the officer
